For thirty years, every new customer-service channel came with its own system, its own team and its own memory. The phone had the IVR and the hold queue. The website had the chatbot. Messaging apps had a shared inbox. A customer who called, then messaged, then called again met three strangers. In 2026 that is changing, because a single AI agent can now hold a phone conversation, carry on in WhatsApp, and remember both.
This is a short essay on why that matters, what made it possible, and what businesses should expect. We build this kind of agent at Vaami, so read it as a practitioner's view, with sources for every number.
“Calling paves the way for AI-enabled voice support in the future.”
— WhatsApp Business, announcing business calling at Conversations 2025
Three eras of customer contact
| Era | What it looked like | What it solved | What it broke |
|---|---|---|---|
| Menus and queues | Press 1 for billing; please hold | Routing at scale | Patience, after-hours service, anything off-script |
| Chatbots and inboxes | Scripted bots on web and messaging apps | Instant answers to simple questions | Anything nuanced, and the jump to a call |
| AI agents across voice and chat | One agent that talks, types, acts and remembers | Real conversations at any hour, in any channel | Still being worked out: trust, disclosure, regulation |
The third era is not a better chatbot. The difference is that the agent can take actions in your systems, such as booking, rescheduling and updating records, and can move a conversation between channels without losing context.
What changed to make it possible
- Customers moved to messaging. WhatsApp has more than 3 billion monthly users, according to Meta, and more than 2 billion daily users as of January 2026.
- Businesses followed. Meta reported more than 1 billion active threads between people and businesses each day across its messaging apps in June 2026.
- Platforms opened up. Meta moved WhatsApp to per-message pricing in July 2025, launched a Business Calling API the same month, and in 2026 rolled out its own business AI agent, which Meta says more than one million businesses use weekly.
- Speech AI crossed a threshold. Voice agents now handle interruptions, accents and code-switching between languages with response times close to a person's. Vaami's runs at sub-300ms end-to-end latency in production.
Customer expectations moved too. In a Kantar study commissioned by Meta across 22 markets in 2025, 73 percent of adults said they prefer messaging when contacting a business, and 69 percent called waiting on hold a waste of time. The study was commissioned by a platform with an interest in the answer, but the direction is consistent with what businesses see in their own queues.
Why one memory matters more than any single channel
Picture a patient who calls a clinic at 8 pm, books a cleaning, and gets a confirmation on WhatsApp. At 9:47 pm she replies asking to move it. The next day she taps "Call me" because she has a question about her insurance. With separate tools, each of those moments starts from zero. With one agent, the evening reply already knows what was booked, and the callback already knows about the move. When a person does take over, they see the whole story.
That continuity is what customers actually notice. It is also where the business value sits: fewer dropped leads between a missed call and an unanswered message, fewer no-shows because reminders arrive where people read them, and staff who spend their time on conversations that genuinely need them.

Voice is coming to WhatsApp itself
Meta made its WhatsApp Business Calling API available in July 2025, so customers can call a business from inside WhatsApp and businesses can call customers who grant permission. Meta framed it as a step toward AI-enabled voice support. In other words, the line between "a WhatsApp chat" and "a phone call" is starting to blur inside the app.
It is not universal yet. Business-initiated WhatsApp calls are not available for business numbers in the US, Canada, Egypt, Vietnam or Nigeria, and WhatsApp voice calling remains restricted in the UAE. For now, the dependable model is voice on the phone network, which reaches everyone, plus WhatsApp for messages, with one agent and one memory across both. As in-app calling expands, the same agent design carries over.
What changes for businesses
- Speed. Every call is answered and every message replied to within seconds, including at 2 am and on public holidays.
- Language. The agent speaks and writes in the customer's language and follows them when they switch, which matters in markets like India and the UAE.
- Follow-through. Confirmations, reminders and documents arrive automatically, and a reminder that goes unanswered can become a call.
- Cost structure. Spending shifts from headcount sized for peak hours to usage: per-second AI voice and per-message WhatsApp charges.
- Team focus. People handle complaints, sales conversations and edge cases, with the full history in front of them.
What doesn't change: people still want people
Automation fails when it is used to hide the business from its customers. A Gartner survey released in July 2024 found that 64 percent of customers would prefer companies not use AI for customer service. In a 2024 YouGov poll of UAE residents, 87 percent said they would rather deal with a real person than a chatbot. Those numbers are not a reason to avoid AI agents. They describe how to deploy them: be open about the AI, make it genuinely useful, and make a person easy to reach.
The rules are catching up
- Meta: since 15 January 2026, WhatsApp's terms bar general-purpose AI assistant providers from the Business API in most markets (the European Commission ordered interim access in the EU in June 2026), while businesses using AI to serve their own customers are unaffected. WhatsApp policy also requires clear escalation paths from automated conversations.
- United States: the FCC ruled in February 2024 that AI-generated voices count as artificial voices under the TCPA, so outbound AI calls need prior express consent. States including Utah, California and Maine have AI or bot disclosure rules.
- European Union: the AI Act's transparency obligations, which require people to be told when they are interacting with an AI system, apply from 2 August 2026.
- UAE: 2024 telemarketing rules set calling hours, registered numbers and Do Not Call checks, and the TDRA has said automated calling systems must ask for consent at the start of the call.
- India: the Digital Personal Data Protection Act sets consent and notice requirements for personal data, and TRAI's rules govern commercial calls and SMS. Since September 2026, AI-voiced calls must be declared to the operator as application-to-person calls.
What to watch next
- 01Wider in-app calling. Watch where business-initiated WhatsApp calls become available, and how AI voice agents are allowed to use them.
- 02Platform AI versus specialist agents. Meta's own business agent will cover simple needs. Businesses with complex workflows, phone-heavy customers or strict compliance needs will keep using specialist platforms that connect deeply to their systems.
- 03Pricing. Meta now changes WhatsApp prices only on quarterly dates, as it did on 1 October 2026. Model costs per resolved conversation, not per message.
- 04Disclosure and consent. Expect more AI disclosure laws and more enforcement of calling rules, as the UAE's 2026 enforcement figures already show.
