State of Voice AI Calling in India (2026).
India has about 1.354 billion telephone subscribers and a tele-density of 94.68% (TRAI, July 2026), no single majority language beyond Hindi at 43.63% (Census 2011), and calling rules that tightened in 2024 and 2025. For a business that calls Indians, the real constraints are language coverage, sender registration and consent, not reach. This report compiles the public figures and says what we infer from them.

What do the public numbers say?
Each figure below carries a named source, a year and a link. “Reported” means a count or statistic published by an agency or reported from its release. “Estimate” means the publisher labels the number as an estimate. Several telecom figures are linked to trade-press coverage of TRAI's release because TRAI publishes them as PDF tables; verify against the TRAI subscription reports page.

How reachable is the Indian customer by phone?
Voice is the one channel that reaches almost every connected customer without an app install. TRAI reported about 1.354 billion telephone subscriptions in July 2026 and an overall tele-density of 94.68%. Tele-density counts connections, not people, so the figure is not the share of Indians with a phone. Many people hold more than one SIM, which is why the urban figure of 154.12% exceeds 100% while rural stands at 61.05%.
The rural gap matters for outreach. Rural tele-density in the same release is well below urban, so reach is not uniform. We have no sourced figure on language preference by region, but the census data below shows how many languages a national programme has to cover, and a calling programme built around English alone will miss a large share of customers.
Number portability is a smaller signal worth noting. TRAI reported 15.98 million porting requests in July 2026 alone. Contact lists age quickly when customers move operators, which is one reason verified, consented numbers are worth more than large purchased lists.
How many languages does a calling programme need?
The most recent census with language tables is Census of India 2011. It reported Hindi as the mother tongue of 43.63% of the population, Bengali 8.03%, Marathi 6.86%, Telugu 6.70% and Tamil 5.70%, and found that 96.71% of people had a mother tongue among the 22 scheduled languages. The census records mother tongue, not the language a person prefers on a business call, and mother-tongue answers include many dialects grouped under Hindi.
Two readings follow. First, even the largest language covers less than half the population, so a single-language agent leaves more than half of customers on a second language. Second, the top five languages together account for about 70.9% of the population by simple addition of the figures above (43.63 + 8.03 + 6.86 + 6.70 + 5.70), which leaves roughly 29% outside them. This arithmetic is ours, applied to 2011 data, and the distribution will have shifted since.
The census does not measure code-switching, such as Hindi mixed with English in a single sentence, which is common on Indian calls. Voice systems have to handle it in practice. See how VAAMI handles Indian languages for the languages the product supports today.
How have the rules for calling India changed?
The direction since 2018 is consistently toward traceability of senders, faster enforcement and clearer consent for personal data. The timeline below lists the milestones we could verify.
- 2018
TRAI's Telecom Commercial Communications Customer Preference Regulations (TCCCPR) set the framework for sender and template registration on distributed-ledger (DLT) platforms and for customer preference registers. See our explainer on TRAI and DLT.

Source - Feb 2025

Enforcement is visible in the numbers. TRAI's anti-spam action, as reported in October 2024, blacklisted more than 800 entities and disconnected more than 1.8 million mobile numbers. For a business, the practical lesson is that unregistered or unscrubbed outbound traffic is a live operational risk, not a theoretical one. Our compliance hub covers how this applies to AI calling.
How big is the human calling workforce AI is joining?
NASSCOM's Strategic Review 2025 estimated that India's tech industry reached over $282.6 billion in revenue in FY2025, of which business process management (BPM) was $54.6 billion, with a workforce of 5.8 million across the industry. These are NASSCOM estimates for the whole industry; BPM revenue includes work well beyond voice, and the workforce figure is not a count of contact-centre agents.
We cite the figures to give scale, not to size the voice AI opportunity. There is no verified conversion from BPM revenue to the share of calls AI could handle, and we do not offer one.
What does this mean for businesses calling India?
- Plan for several languages from day one. With the leading language below 44% of mother tongues, a one-language pilot answers the wrong question. Pick the languages of your actual customer base and measure by language.
- Treat sender registration as part of the build. The 2024 and 2025 changes shortened the time to act against unregistered senders. Register entities and templates before launch and scrub lists before every campaign.
- Design for consent and records. Calls are often recorded and transcribed, which makes personal-data handling relevant. Plan retention and consent flows against the DPDP timeline rather than waiting for the final phase.
- Read prices by scope. The units vendors quote differ, so compare like with like using our pricing index and the VAAMI pricing page.
- Keep a human route. Escalation to a person is both a customer-experience safeguard and a risk control. AI is a fit for repeatable, structured calls, less so for disputes or sensitive conversations.
VAAMI's perspective
This section is opinion, not data. We build voice agents, so we have a stake in the answer. Our view is that the hard problems in India are not whether a voice agent can speak, but whether it can speak the customer's language naturally, stay inside registration and consent rules, and cost what the buyer expected. We would rather buyers compare vendors on published scope and ask for proof on their own calls than rely on headline numbers, including ours. You can see what VAAMI supports for India on the India AI calling agent page.
Limitations
- Language data is from Census 2011 and is 15 years old. It measures mother tongue, not call preference.
- Several telecom and regulatory figures are cited through trade-press or government-media coverage of the primary release. Check the primary document before relying on a figure in a filing.
- NASSCOM figures are industry-wide estimates and do not isolate voice or contact-centre work.
- We include no voice AI market-size figure because we could not trace one to a named report with a verifiable scope.
- Regulatory summaries are not legal advice, and rules and enforcement can change after the publication date.
- VAAMI is a vendor. Corrections and additional public sources are welcome through support.
Questions about voice AI calling in India.
How many telephone subscribers does India have?
TRAI's July 2026 subscription data, released in late August 2026, reported a total telephone subscriber base of about 1.354 billion and an overall tele-density of 94.68%. Rural tele-density was reported at 61.05% and urban at 154.12%. Tele-density can exceed 100% because one person can hold several connections.
Which languages do Indians speak as a mother tongue?
In Census of India 2011, the latest census with language tables, Hindi was the mother tongue of 43.63% of the population, followed by Bengali (8.03%), Marathi (6.86%), Telugu (6.70%) and Tamil (5.70%). 96.71% of people reported a mother tongue among the 22 scheduled languages. These figures are 15 years old.
Did TRAI change the rules for unsolicited commercial calls recently?
Yes. TRAI amended its 2018 commercial-communication regulations in February 2025. Reporting on the amendment states that the time for operators to act on spam from unregistered senders was cut from 30 days to 5 days, and that action can be triggered by 5 complaints in 10 days instead of 10 complaints in 7 days.
When do the DPDP Rules apply to businesses that call and record customers?
The DPDP Rules were notified in November 2025 with staggered commencement. Reporting on the notification states that most operational obligations take effect 18 months later, around May 2027. Businesses should confirm timing and applicability with counsel.
How large is the voice AI market in India?
This report does not quote a market-size figure. The estimates we found came from vendor-commissioned or paywalled sources whose scope we could not verify, and we publish no number we cannot trace to a named report with a stated scope.
Is this report legal advice?
No. It summarises public sources and offers VAAMI's analysis. Regulatory interpretation depends on your use case, consent basis and call content, so confirm with qualified counsel.
