What is TCCCPR?
TCCCPR is TRAI's rulebook for commercial calls and messages in India. It sets out registration of senders and templates, customer preference choices, consent handling and complaint processes, and was updated in 2025.
Also known as: Telecom Commercial Communications Customer Preference Regulations, TCCCPR 2018
What it covers
The Telecom Commercial Communications Customer Preference Regulations were first issued in 2010 and replaced by the 2018 version, which brought in distributed-ledger-based registration of senders, headers, templates and consent. It defines promotional, transactional, service and government categories, how customers record preferences, and how complaints and penalties work.
The 2025 amendments
In 2025 TRAI amended the regulations to tighten controls on spam and misuse, including stronger traceability of senders and consequences for repeated violations. Exact thresholds and timelines are set in the amendment text and in later directions, which is why current wording on TRAI's site, not a summary, is the thing to check before relying on a detail.
Common mistake
Assuming TCCCPR only concerns SMS. It was built around messages but applies to commercial voice calls as well. An outbound AI calling campaign needs the same attention to registration, category and preference scrubbing as a bulk SMS campaign.
